After a citizen calls police when stopping a man trying to break into a vehicle with a screw driver the witness followed the suspect; and a police officer in uniform approaches the suspect on a snowy sidewalk and tries to stop the suspect under reasonable suspicion. The suspect refuses to stop. A second officer arrives and they arrested the suspect screaming "Get on the ground now!" - for failure to comply. During the arrest the suspect attempted to strangle the first officer and punch the second officer in the head. The body cam is knocked off but we can here the guy screaming at the cops a roll of obscenities, "That badge means nothing! ... I want to knock you out!" He is then tased and screaming.
