Police dashcam footage captures officers searching for a suspect who flees during a traffic stop and attempts to evade capture by hiding inside a trash bin. A sanitation worker unknowingly opens the container and is startled when the man suddenly jumps out and tries to run away. Officers quickly chase down the suspect and take him into custody after the unusual hiding place fails to conceal him. The bizarre arrest earns the suspect the nickname "Oscar the Grouch".
