Police identify and detain two delivery couriers after video surfaces showing them transporting very young children tucked inside large thermal food-delivery bags attached to scooters. The footage shows each child being taken out of a delivery bag near a shopping area, prompting a police response and an investigation into the safety and legality of how the children were being moved.
