A man who had been handcuffed was then released and free to go but instead started throwing things at officers and was arrested. Police were called about a male suspect walking around and slashing car tires. Once an officer located the suspect walking on a sidewalk, he refused to give personal information and comply. Because he had a weapon they told him he would be handcuffed and he did not resist. Since they needed more evidence they were going to release him, but then once un-handcuffed he started throwing items at the officers and he was arrested. Once put into the back of the cruiser, he kicked open the door, hitting an officer and started hitting his own head against the partition. Officers deployed a can of Oleoresin Capsicum spray to subdue him.
