A man is arrested after stealing an electric scooter, assembling it outside of a Target store on the sidewalk. As a deputy arrives at the scene, a suspect is assembling a scooter that he shop lifted inside a Target Store, but decides to put it together on the sidewalk outside the store so he can ride off with it.
