Surveillance footage shows a heavily intoxicated man pulling a gun from his pants while seated in the back of a patrol car, as officers attempted to assist him. The suspect had earlier been detained for harassing a woman downtown and was found with an open bottle of liquor. Instead of making an arrest, officers opted to take him home as a courtesy. Police officials later attributed the failure to detect the weapon during the pat-down to the inexperience of a rookie officer, calling it a training issue rather than grounds for disciplinary action.
