A man in a mini van drives by a police officer and holds up a can of beer saying, "I was going to offer you a drink." as the officer orders him to stop, resulting in a chase. Officers set up a rope across the road causing the vehicle to crash. An officer gets out of the squad care with a weapon raised, "Show me your hands now! Get on the ground now!" They tase him to the ground when he won't comply.
