Officers respond to suspicious activity as a recording in a van announced warning that people should evacuate a downtown area on Christmas Day. Officers walk through a store front area, moving homeless people out of the area. As officers walk through the streets suddenly there is a large explosion and smoke can be seen billowing over buildings and debris fills the roadway. The officers had been walking down the area where the explosion happened only several minutes before.
